The Possibility of applying the Objectives of total quality management in the management and Organization of Scientific Departments in Iraqi Universities (University of Baghdad is a model)

Abstract

Contemporary educational administration faces multiple administrative obstacles that limit its performance of the scientific mission entrusted to it, due to the absence of a comprehensive vision and strategic outlook on the role of education in activating the future of development and investment of resources, which results in conflicting functions and functions of educational institutions and their duplication, slowing down development and production processes and weak mechanisms of the administrative and academic work system for education .

 

The importance of the research lies in the following:

1- The extent to which the heads of scientific departments, teaching staff, and other workers accept the comprehensive quality standards in Iraqi universities.

2- Quality management achieves qualitative and quantitative growth through clarity of objectives, policies and programs that focus on the quality of education and raising its level.

3- The fact that the study stems from one of the most important sectors of direct interest to comprehensive development, which is the education sector.

4- It contributes to solving many problems faced by university administrations.

 

 

 

Research Aims:

1- Recognizing the level of possibility of applying total quality management in the management and organization of scientific departments from the point of view of the faculty.

2- Identifying the level of statistically significant differences at (0.05) the degree of requirements for the application of total quality in the management and organization of heads of scientific departments according to the following variables (gender, practical qualification, number of years of service, type of college).

The research complex consisted of faculty members at the University of Baghdad holding doctorate and master’s degrees, distributed over (24) scientific and humanities colleges. The number of faculty members reached (5867) members.

 

The Research sample:

The research was chosen by random method, where the study sample that the researcher used to do the study consisted of the study community represented by the faculty members in the College of Education, University of Wasit.

 

Research The researcher built the questionnaire according to the following steps:

1- A review of the literature related to the issue of the components of quality management in educational institutions.

2- Determining the topics related to the components needed by total quality management.

3- Drafting the 52 clauses associated with it.

The questionnaire was presented in its initial form to a committee of arbitrators, consisting of faculty members in the College of Education, whose number was (12) experts and arbitrators, and I asked them to express the paragraphs of the questionnaire in terms of clarity, language and the extent of its comprehensiveness in the fields. The questionnaire in its final form included (50) items Distributed into (5) domains, within the gradation of Fifth Likert Scale.

 

Conclusions:

The researcher concluded the following:

     The necessity of applying comprehensive quality standards in managing and organizing administrative work in scientific departments and providing the basic requirements necessary to advance the reality of academic administrative work to keep pace with contemporary scientific and technical development.

 

Recommendations:

After getting to know the results, the researcher recommends the following:

1- The necessity of the participation of faculty members when developing development plans for the scientific departments.

2- Providing qualifying programs for the preparation of new faculty members in teaching methods and methods, evaluation and measurement.

3- Scientific departments follow new mechanisms and procedures appropriate for the development and care of creative students.
