يتناول هذا البحث تحليل طبيعة العلاقات العراقية–الصومالية في ضوء التحولات السياسية والأمنية التي شهدها البلدان خلال العقدين الأخيرين، مع التركيز على التحديات البنيوية التي تعيق استكمال بناء الدولة في كلٍ من العراق والصومال. ويوضح البحث كيف أثّرت أزمات إعادة بناء المؤسسات، الانقسامات الداخلية، والتهديدات الأمنية—مثل تنظيم داعش في العراق وحركة الشباب في الصومال—في قدرة البلدين على تطوير سياسة خارجية مستقرة. كما يناقش الفرص المتاحة لتعزيز التعاون الثنائي في مجالات الاقتصاد، الزراعة والأمن الغذائي، الصحة، التعليم والثقافة، مستنداً إلى مؤشرات رسمية وتقارير دولية تؤكد إمكانية بناء شراكات تنموية طويلة الأمد. ويخلص البحث إلى أن استثمار الإرادة السياسية المتبادلة، وتفعيل الأطر المؤسسية للتعاون، وتطوير برامج تبادل الخبرات، يمكن أن يشكل أساساً لعلاقة استراتيجية بين العراق والصومال تسهم في تحقيق التنمية والاستقرار الإقليمي.
