لم تعد مسألة الأخلاق مسألة ثانوية، إذ أمست تعنى بمسألة أو دور الأخلاق في حماية أفراد المكونات المجتمعية في حفظها للقيم الاجتماعية الفضلى، وهذا ما يجعلنا نألف الكثير من المظاهر الإدارية أو السلطات التي تمكنها من حماية الأخلاق الاجتماعية، ويمكن أساس هذا الحق للإدارات المحلية في المبدأ أو التكليف الذي يفرض حفظ النظام العام في المجتمعات.
