Abstract

The research studies the reforms of the government of Alfredo Gonzalez Flores in Costa Rica (1914-1917), which he carried out as a result of the effects of World War I (1914-1918), which had an impact on all political, economic, and social levels. It established the central government bank with the authority to issue currency. From that moment on, the state began to compete with private banks, and he is considered an authority on financial matters and a great introducer of dynamic democracy. He established agricultural credit boards, established public deposit depositories, the direct tax system, and the charity tax law. These reforms had serious consequences on the political, economic, and social situation of the country, as the upper classes affected by his reforms agreed to get rid of him. On January 27, 1917, the Minister of War and Navy, Federico Tinoco agreed with him to overthrow him, and in the end Alfredo did not resist the coup, but rather followed the advice of his other ministers who thought about his personal safety and left the country for the United States of America.
