This research addresses the fundamental challenges facing industrial development in the Karbala Governorate. The research problem highlights the conflict between accelerated economic growth and its negative environmental impacts, such as a 45% increase in carbon dioxide emissions and a 15% rise in respiratory illnesses. The study's significance lies in analyzing this dilemma and providing sustainable solutions to ensure a genuine balance between the economy and the environment. The research employed a descriptive, analytical, and quantitative methodology, using advanced statistical models like multiple regression and logistic regression to examine the relationship between industrial pollution, environmental management, and sustainable development. The study reached critical conclusions confirming that weak regulatory frameworks are the primary cause of the escalating problem, as 65% of factories do not treat their liquid waste, and 70% of environmental violations do not result in deterrent penalties. In contrast, the research showed that adopting sustainable practices significantly reduces pollution; a 1% increase in spending on environmental management contributes to a 2.5% decrease in pollution, and factories using clean technologies achieve much better environmental performance. The results also proved that community awareness and government support are crucial factors in encouraging environmental compliance, with an odds ratio indicating that factories receiving government support are 3.49 times more likely to adhere to environmental standards. Consequently, the research provides a set of practical recommendations, such as activating environmental legislation and obligating 100% of factories to install waste treatment systems, with the goal of achieving effective and sustainable industrial development.
