Abstract

The issue of ethics is no longer a secondary issue, as the modern philosophy on which legislation is based is concerned with the issue or role of ethics in protecting members of society and preserving the best social values., as we are familiar with many administrative aspects or authorities that enable them to protect social ethics, and the basis of this right for local administrations can be found in the principle or assignment that imposes the preservation of public order in societies.
