Iraqi–Somali Relations: Challenges and Future Opportunities

This study analyzes the dynamics of Iraqi–Somali relations in light of the major political and security transformations experienced by both countries over the past two decades. It examines the structural challenges that hinder state-building efforts in Iraq and Somalia, including institutional fragmentation, internal divisions, and persistent security threats—most notably ISIS in Iraq and Al-Shabaab in Somalia. The research also highlights the emerging opportunities for strengthening bilateral cooperation in key developmental sectors such as economy, agriculture and food security, health, education, and culture. Drawing on official reports and international assessments, the study concludes that leveraging mutual political will, institutionalizing cooperation frameworks, and expanding knowledge-exchange programs can lay the foundation for a strategic partnership between Iraq and Somalia that supports sustainable development and regional stability.
