برزت أهمية الدبلوماسية الروسية خلال حرب المستعمرات البريطانية في أمريكا الشمالية، بصورة كبيرة في واقع العلاقات الدولية، لا سيما مع محاولات أثبات الإمبراطورية الروسية قدرتها في الدفاع عن السلم الدولي، بعد فشل كل محاولات التدخل الدبلوماسي لدول القارة الاوروبية "الغرب" في مسألة أنهاء الحرب، إذ فضل الروس الخوض في غمار البحث عن حلول مقبولة عبر نافذة الحياد، بعد أنتظار تهيئة الظروف المناسبة لطرح مقترح تدعيم دبلوماسية الوساطة بين بريطانيا من جهة، وبين المستعمرات الأمريكية الثائرة وحلفائها من جهة أخرى، بعد اعلان تحالف فرنسا واسبانيا الدفاع عن المستعمرات الأمريكية، وبذلك أصبحت الساحة الدولية متاحة للتدخل الروسي، لكون الدول الثلاث الكبرى منشغلة بالحرب، الى جانب رفض وتعنت كلا الطرفين في قبول التسويات السياسية، لا بل ذهبا الى استمالة واشراك دول اخرى في الحرب ضناً منهم خيار الهزيمة او النصر هو الحل الأمثل. هيأة تلك الظروف الدولية الارضية الملائمة للتدخل الروسي بعد التراجع السياسي والاقتصادي الكبير في ميادين السياسة الدولية، وكانت الرؤية الروسية قد ركزت على تخليص المستعمرات من الاحتلال البريطاني عبر أساليب دبلوماسية، ولكن على أن لا يكون ذلك العمل الدبلوماسي بمثابة التدخل في الشؤون البريطانية، لذلك لابد من إيجاد طريقة لا تثير استعداء بريطانيا لروسيا.
